We meet the residents of Ikkoku-kan; Yusaku Godai - a struggling college student, Yotsuya - the mysterious resident of room 4, Akemi Roppongi - a waitress at Chacha Maru, and Mrs. Ichinose - a nosy party loving woman who live in room 1. When the new teacher at the high school, who has played violin since her school days, hears a local amateur orchestra her interest is rekindled and she determines to join. Being new and unfamiliar with the town she accidentally enrolls in an orchestra comprised of the elderly who nonetheless are delighted to have the younger blood. The culturally isolated, nomadic Seburi people of western Japan are the subject of this about a few of the community's members who especially experience difficulties as modern Japan encroaches. Time is World War II, and the military police come to take Seburi men away into the army.
