Fleetwing and Elliott know that the fever comes from the ranchers and want them to drain the bad water because it is killing the Pawnee. But the Indian agent, Warren, wants the land for grazing and is working with Clawtooth to get the Indians to move off the land because of the bad water.

The Duchess, the aunt of Red Ryder, comes to town to protect her property. Crawford, a town big-shot behind an outlaw gang, tries to prevent her from reaching her destination, but the attack is thwarted by Red. The latter is made town marshal, and when he gets too close to the truth and is making it too hot for the Crawford faction, Crawford has his henchman Luke kidnap Red's Indian friend Little Beaver.

Bob, a Ranger, and his pal Hal, are ordered to lure Jim Sayres and his gang of outlaws across the border from Shonto into the United States. Bob disguises himself as a bandit named "Smoke," while Hal gets friendly with Sayres and tells him that there is a thousand dollar reward for the capture of Smoke. As Bob enters the Shonto area, he rescues Sandra Cullen and her little brother Buzzy from a mad steer and is invited to remain at the herding camp as a guest of the Cullens.

Jennings is after the Ryder freight lines. His gang robs their stage and then rustles the horses Red Ryder is delivering to the Army, When the Army Captain arrives he arrests Ryder for rustling his own horses.
