A kindly minstrel named Raju aids an injured man only to be captured by bandits. Brought to the bandit community, Raju tries to reform their cycle of killing whilst constantly under the threat of death from the tyrannic Raka. The bandit chief's alluring daughter, Kammo, sees that the man poses no real threat and falls in love with his innocence. But did the community underestimate Raju's influence?

Kalyani (Nutan), an inmate of a women's ward of a prison in pre-independent India, appears determined to serve out her full term, resisting the kind overtures of the prison doctor, Deven (Dharmendra), who wishes to marry her, fearing her past will catch up with her. Her past is told in flashback.

Vijay meets with Aarti and falls in love with her. Unable to convince her of his good intentions, he disguises himself as a teacher and woes her. She finds out about this, and eventually also falls in love with him. Vijay finds out that Aarti's dad, Shyamlal, is in danger of being killed. His attempts to warn him are ridiculed.
