Two detectives are investigating the dealings of a gang led by a man named Roland. A woman named Nora and her little brother are taken in by their recently deceased father's friend, Mr. Cheng, who happens to be the boss of a small criminal outfit with ties to Roland.

Gordon the ninja learns from his master that the ancient sword he carries has a great power locked within it. Should the leaders of the five ninja clans be killed, this power would grow to become an absolutely invincible force. Shortly after sharing this knowledge, however, the master is killed by a member of the evil black ninja clan.
