Don Felice, the mayor of Roccasecca, has been tricked by his nephew Ciccillo. Ciccillo has told his uncle that he is taking a medical degree in psychiatry when in truth he has been using his money for good times. Having twice wormed money from his uncle, Ciccillo again needs money to pay his gambling debts. He pretends that his boardinghouse is his clinic and the other tenants his patients. By accident Don Felice is frightened to find himself in the "asylum" alone with the "inmates."
