Mitsuru Matsuoka

A gang of zombies by the name of NEVER come to Fuuto, carrying copies of Kamen Rider Double's Gaia Memories. It falls to Shotaro, Philip, and their hard-boiled detective agency to stop NEVER before they turn the entire town of Fuuto into zombies. This becomes complicated with the arrival of Maria S. Cranberry, an agent who may or may not have a connection to Philip.

Follows the story of Daido Katsumi, the formation of NEVER, the mission that led them to target Fuuto, and reveals just how Daido obtained his Lost Driver and got his first taste of the power of Kamen Rider Eternal. (imdb)

A time loop created by the Shocker resets whenever someone dies, but whenever the loop resets Shocker itself somehow grows stronger and stronger. The Riders must decide whether to keep on fighting a useless battle or end the loops for good by sacrificing one of their own.
