The San Francisco police are out, after a seemingly random street robbery resulted in the killing of a cop. Meanwhile, psycho-killers Keith and Wallach have been hired to find the suitcase stolen in the robbery because it contained a massive amount of heroin. However, they also want to find out about 'The Man' who has hired them.
