Bluto manages to make Popeye look bad several times, eventually winning a ring at the ball toss and taking her up in his balloon. All the animals are having a jolly-good time at the county fair; the ducks are riding the ferris-wheel while the elephants are quaffing peanuts, and a real-friendly cow is selling kisses at a buck each, and getting some takers. All the animals than go boat riding but are caught in a sudden rainstorm, which is the cue for the bouncing-ball to come bouncing along, and ask the audience to follow-the-bouncing-ball in group-singing "Wait 'till the Sun Shines, Nellie."
