Based on a famous Dutch children's book, Peter Bell is a hero to some because he turns everything upside down, but is a nuisance to others. Peter's father is having a hard timeearning a living, and Peter does everything he can to earn some money.

Thanks to Peter Bell and his infamous Black Hand Gang, the villainous newspaper tycoon, Stark, is now safely locked behind bars. Pietje's sister is now engaged to Stark's rival, Paul Velinga. But even from the apparent security of prison, Stark still rules. He has Paul Velinga kidnapped, forcing him to hand over his competitive newspaper.
