A film about a doctor in a small idyllic town. He's an honest man who wants his patients best, but fewer and fewer visitors comes to his practice and that frustrates the doctor. A 'quack doctor' is taking his business.

Ebbe Rode plays the central and fictional protagonist who travels the country to express his frustrations. He is against the congress in the country and wants to work for more power to the people. During his travels, he meets many prominent gentlemen - and a couple of lovely women - and goes through many political ups and downs before the free constitution is a reality.

Cirkus Karla has been on tour 'in Germany and is now returning home to Denmark. The clown Laust (Peter Malberg) has gathered a young forerunner (Poul Reichhardt) on the road. He can remember nothing but his own name, but he sees a newspaper front page where Kurt is standing and so he calls for it. It turns out that Kurt is an excellent flute player, so together they form a clown number that will be a great success.
