An old sheriff comes to a village in order to visit a friend who lives there. But when the people mistake him with a hated representative of the railway company, he gets in trouble with some local thugs.

A remake of Monogram's 1934 "City Limits" with practically all of the character role names the same as in the earlier film, and the primary difference here is that the author of the original story, Jack Woodford, receives no mention here. George Waggner (as Joseph West),who adapted the story for the first film, takes an "original screenplay" credit here with no nod in the direction of the man who wrote the story in the first place. In order to uncover the leader of an outlaw gang who have been hiding out in Devil's Gulch near the town of Cedar Bluffs, Texas Rangers Tex Wyatt (Dave O'Brien), Jim Steele (James Newill) and Panhandle Perkins (Guy Wilkerson) plant the fake story of the escape of Spade Norton (Jack Ingram) from the Texas state penitentiary. Norton is supposed to have buried the strongbox containing $20,000 from an express robbery near Devil's Gulch. Norton has an ace-of-spades tattooed on his left arm.

Rancher "Utah" Neyes crosses the border into Canada to meet his partner, only to find that the latter has been murdered by a gang led by "Nails" Nelson. Jim Bannon is back as enduring cowboy hero Red Ryder in Eagle-Lion’s Roll, Thunder, Roll. As ever, Ryder’s cohorts are Little Beaver and the Duchess, here played by “Little Brown Jug” and Marin Sais. This time, Ryder tries to prove that a series of cattle raids and ranch fires were not the handiwork of masked Mexican do-gooder El Conejo.

Sheriff Dave Holland, in love with Chet's niece, Beth Fairchild, and jealous of Johnny, gives grudging help.

He joins an outlaw gang led by Curly Ivers, whose lieutenant is Lou Garcia, a killer. Following a bank holdup in Pecos, Matt is captured. Two of Waco's leading citizens, Richards and Farley, pay the Pecos sheriff the reward Waco had posted for Matt and bring him back to Waco. There, they tell him they want him to be the sheriff and drive out the lawless element.

Jeff Curtis (Rod Cameron), a wagon-master on his way to accept the job of leading a pioneer train from Joplin, Missouri to the Oregon territory, picks up Ben Wilkins, a young boy who has run away from the train because train captain Cyrus Cook wouldn't allow him to take his dog on the trip. He meets Ben's sister, Ann, and this leads to a conflict with Cook's nephew, Clay, who has his own plans for Ann that does not include her kid brother and his dog.

As he dies from the wounds received from the Morrow outlaw gang, the sheriff of King City, Texas hands his badge to his deputy, Tod Merrick. In the Morrow gang are Bart Morrow, his son Steve and Ed Mason. Texas Ranger Johnny Mack Brown is assigned to the case. Johnny meets Tod who is also visited by Bart, who is his father, who once forced Tod to help in a bank robbery before Tod left and tried to make a new life under an assumed name.

When Tex Granger rides into Three Buttes, Helen Kent persuades him to buy the local newspaper. However, loan shark Rance Carson appoints the bandit Blaze Talbot as town marshal to act as his enforcer and soon the town is in chaos. With fighting between rival gangs, Tex dons a mask to become The Midnight Rider of the Plains and bring the criminals to justice.
