Tom Cloud and his 12-year-old brother Bill arrive in Kentucky to claim the farm left them by their father and encounter hostile neighbors. "Doc" Richardson, a young veterinarian who rents a cottage on the farm, tells Tom that the animosity arrives from the result of a wager former owner Major Denning had made with his father the night before the Olympian Stakes. Ken Keeler, a lawyer in the small town of Fairview, learns that children from "The Patch", a run-down migrant camp outside of town, will be attending the town's school. As Mr. Ashby works on the car, his young son Nathaniel talks to Ken's young son Kenny and they strike up a friendship.

Pappy, the manager of the Farmdale orphanage, appropriates five thousand dollars of the taxpayers' money to enroll his charges in a 4-H project that could make the orphanage self-sufficient. This infuriates Hiram Crabtree and Sam Spitz, who profit from selling supplies to the orphanage and therefore have no desire to see it become self-sufficient. Consequently, Crabtree and Spitz charge Pappy with misappropriation of funds and demand that he repay the money immediately.
