Scott Harper (Ron Foster) is frustrated and angry as a police detective because he keeps getting passed over for a promotion to lieutenant. Meanwhile, he is assigned to gain the confidence of Holly Taylor (Patricia Blair), the girlfriend of a suspect in a robbery/homicide.
