Katnip, the mean Kat, is chasing a group of nice little mice, who are playing and having fun in a toy shop, until Herman, the good mouse,appears in the uniform of a sergeant in the U. S. Army, who has come home on a furlough. Because Katnip has had military training, Herman puts him through a few military exercises, and eliminate the chance that Katnip will be in shape to bother the little mice when Herman's furlough is over. His fellow ghosts bring Casper up on charges for breaking the Ghostly Laws ,since he will not scare people, and he loses his ghostly powers. He realizes he needs to do something drastic, so he, disguised as a man, invades a meeting of ghosts planning a scare-campaign, and gives them a taste of their own medicine. He regains his standing in the Ectoplasm Society.
