Brilliantino the Bullfighter (originally titled Flood and Sand) is one of the first spoofs of Blood and Sand, Paramount's smoldering matador melodrama that set box offices ablaze. Like Mud and Sand, starring Stan Laurel, the Banks parody was rushed into theaters in November 1922, while memory of the Valentino vehicle was fresh. The concept of Monty Banks impersonating the passionate matador must have been innately hilarious to audiences who had seen the original picture.

"Hurricane" Smith ( Francis Ford ), head of a steamship company, plots to keep the railroad from entering the city. The map of the proposed route becomes the instrument by which Blake ( Frank Baker ) and Florence ( Florence Gilbert ) are harassed by Smith's gang and repeatedly are rescued by "Pinto Pete," ( Ashton Dearholt ) who is adept with a whip.

Tom O'Day is loved by two women, Anna Burger and Gloria Hamilton. Tom has no idea of Anna's love for him, and he becomes engaged to Gloria. Gloria's father, John Hamilton, is a wealthy lumber man who controls a dam upstream of the town of Johnstown, Pennsylvania. He wants the water behind the dam kept at the highest level in order to facilitate his logging contracts. But Tom knows that the dam is faulty and endangers thousands of people in the valley below.

When this short begins, Monty Banks and his new bride are about to experience their first meal as husband and wife. Unfortunately, she might just be the world's worst cook. Her coffee is practically solid and her biscuits are so tough the dog won't even eat them! Monty pretends to eat this stuff but mostly spends breakfast trying to pretend to eat it.

Tony and Freddie, who've been rivals all their lives, vie for the hand in marriage of their childhood sweetheart. Big Freddie seems to have the upper hand when Tony gets himself kidnapped by a ring of muggers whose M.O. is to have one of their members dress up as a woman in order to lure men into the back seat of their limousine, where they're beaten up and robbed.
