All the masters of the various martial arts clans desperately want to possess the magic lyre - an item which, in the right hands, has devastating power. The item is placed in the hands of a young security man by a mysterious woman who knows how to harness the power it holds. However, the delivery of the lyre is not her true goal, rather she is out for vengeance on all the masters, and is merely using the poor man as a stalking goat, to catch those who go after him and the lyre.

The film follows two con artist brothers, Yipao (Yuen Biao) and Taipao (Bryan Leung). One day they are cheated out of their ill-gotten gains in an encounter with Jia Wu Dao (Lau Kar Wing). They try to fight him, to retrieve their money, but are defeated, so they ask him to train them, hoping to become the best fighters in the city.

Sammo Hung and Lau Kar Wing play dual roles as both masters and students of the sword and spear styles of kung fu. Comic mayhem ensues when the students get kidnapped and the masters must rescue them.
