Marshal Reb Russell's reputation precedes him and when he arrives the outlaw gang that includes the Sheriff and that has been doing all the rustling, captures him and plans to hang him. Tommy Lord, the man the crooked Sheriff wants for the rustling, helps him escape. Posing as a rustler he gets the Indian Agent to admit he is the buyer and to reveal who the rustlers are. When a gang tries to rob Haldain, Jim and Walla Walla break it up. Haldain is carrying stuffed animals and Jim's suspicion that they are stuffed with gold is soon confirmed. The gang's boss is banker Cutting and he is after Haldain's gold. He also receives Jim's mail at his bank and changes one of Jim's letters to make it look like Jim is after the gold. A mysterious outlaw known as Pegleg dreams of an empire in the vast, rich wilderness west of the Mississippi River. Army Lieurenant David Brent (Richard Fiske) is sent from Washington to persuade Kit Carson (Bill Elliott) to put an end to the reign of terror caused by Pegleg's gang called the Black Raiders. Carson agrees and, in the course of his assignment, he meets and is attracted to Caremelita Gonzales (Iris Meredith), the adopted daughter of a Spanish grandee, Don Jose Gonzales.

Two cowboys get involved with a pretty ranch owner, her crooked fiancé and a robbery.

It's roundup time and Stevens is out to start a range war between the big ranchers and the nesters. Tim Malloy is elected to head the roundup but is unable to stop the war and joins the nesters. With the nesters now well organized, Stevens finds a Malloy look-alike and makes a plan to use him to trap the nesters and wipe them out.

Kenyon has the newly arriving Ranger shot and his man Martin assume the Ranger's identity. Clay finds the Ranger before he dies and learns the truth. But when Clay confronts Martin, Martin convinces the townspeople he is a real Ranger and Clay is the murderer. Clay escapes and must now find a way to expose Martin as a fake.
