Viren (Anil Kapoor) falls in love with his neighbor Pallavi (Sridevi), but his feelings take a backseat when he learns of another man in Pallavi's life. Pallavi marries her lover, but they both die in an accident soon after, leaving her newborn daughter Pooja in Viren's hands. Viren's governess raises Pooja, who grows up to be a spitting image of Pallavi & falls in love with Viren. Viren battles his desire for Pooja & the social stigma associated with having an affair with a much younger girl.

India's capital Delhi is the center-point of this story, depicted as a degenerate and corrupt city with Members of Parliament with big criminal rap sheets, ruling the roost, transferring or killing honest police officers, promotion their own corrupt cops, openly collecting weekly bribes (haftas) from local businesses, pimps, prostitutes ET AL, even openly holding an auction for bidders to bid for areas for black-marketing purposes.
