I'm not as sure as I used to be about the 80s being a stagnant decade, it released two films that I'd call perfect, though neither of them are anything but traditional [maybe there's something in that] - Shoah being a 9 hour documentary & Fanny and Alexander being originally a television mini-series. Notable for Fassbinder, Kurosawa, Huston, Bergman all giving their last great works and a few flash-in-the-pan directors showing their best.
