Frank Borzage tackles the social problem of juvenile kids with this story taking place in the courts where judge Ralph Bellamy rules with as little energy as possible. It's really the young actors that bring this story forward. Tommy Conlon as wrongly labeled the 'baddest boy in town' and Raymond Borzage as his shy but brainy friend. It's the scenes between those two that hits on the deeper issues. And while it's far from a flawless film, it brings too much to the table to be ignored.
