J. Edgar Hoover delivering all the crime cliches possible for the Undercover Doctor (1939). And since Hoover was a law man, they make it mostly about making fools of the fools, aka the criminals. The actors do their best, but most of the characters were simply caricatures. That's part of the problem when its the crimes and method that's in focus and not the people.
