This feels exactly like what it is, a random episode in the ever-expanding Ultraman universe. This is part one of a two-film mini-series. This was much better than Ultra Fight Victory which I watched recently.

Light adventure, whose complete lack of fear or shame about being cheesy or over-the-top makes it super fun, and even emotionally affecting at a few points. The special effects are highly stylized, blending then-modern CGI, unvarnished video footage, and "grab the image of the character and make them shoot across the screen". This is a story that features giant robots crying sparkly tears, and you'll know from that alone whether or not you'll enjoy it.
