The Looming Storm

It deserves some credit for the amount of artificial rain, but fact is that it doesn't go further in its depiction of a serial killer's actions through the eyes of an obsessed factory worker whose future is about to be taken by capitalism and tragedy -- dismissed from work, his love interest commits suicide, his pupil dies abruptly, he almost kills a man he thought was the killer and goes to prison for that. Bleak, well-shot but ultimately empty.
