Okay here's the thing, this is a terrible film but it's not so bad if you think of it as an overly ambitious HK TV movie or show. It looks and feels like a TV show from Hong Kong right down to the music, bad costumes, goofy wigs, and terrible CGI. Let's not forget the choppy sloppy TV-style fights. It also gets way too over the top at times where the film starts to feel like a parody of itself.
