It's Nightmare in Badham County by way of One Flew Over the Cuckoo's Nest (closer to Don't Look in the Basement but without the nifty twist). Everyone is good but this played with one of my greatest fears and didn't really deliver the intensity I hoped for. Baby Englund running around as the most likable male figure in the film, the only likable male really. Recommended to next to no one but as a distraction these movies do their job even if they're downbeat.
