Chris Waring (William Wright) is a government investigator trying to gather the necessary evidence to convict a shipping magnate, DeBrock (J.Edward Bromberg), of selling his ships to the United States but is suspected of holding up and preventing their delivery because of bribes from foreign powers. The film isn't anything remarkable. Just a simple espionage thing. The bad guys get top billing, as J. Edward Bromberg had a brief momentum going on at this time as respected actor. His unhappy wife is played by Danish actress Osa Massen, which I felt gave a fairly off-putting performance. Instead it was the good guys William Wright & Margaret Tallichet that rightfully gave this the spunk needed and made the easy going crime investigation into foreign interference.
