From the time Hammer Film was still trying to find themselves doing really cheap crime pictures and such. And this lighthouse variation is one of those. Might have an idea for something suspenseful, but there was no way they were going to manage to actually pull it off on this budget and structure. A more "you could see them trying" type production, but they still had a long way to go before they could make decent pictures.
