It's '31 and Foxy is the version of Mickey with a music licensing department to back him up, so we've got Smile, Darn Ya, Smile! All the dance bands were covering it that year (WB's Brunswick cut was by Victor Young as the Colonial Club Orch.), and darn if isn't just the flavor of jaunty for this sort of thing. (Some may recall its inclusion in a certain other film with a thing for trolleys: Roger Rabbit.) Also, the start of this studio's penchant for poster gags.

This short's dogged cheeriness is indeed infectious. The ripping off of Mickey Mouse is not only amusing in its shamelessness but also less racist than Bosko.
