Shakedown

There is a street gang that is trying to rob a bank that is going to be really really robbed by terrorists who the government is expecting. The gang is there as a reason to have Erika Eleniak at the bank, where she will eventually team up with our hero cop. But, and try to stay with me now, couldn't she just be there? The gang is wiped out as the terrorists are fighting the feds. I mean, they're entirely inconsequential except to soften the idea that Erika Eleniak would ever be in a bank. Weird
