Done by director Aleksandr Dovzhenko, known for some of the better known propaganda films of the silent era and 1930s, this film became a disaster for him. So much that he would never direct another one ever again. I guess this is a attempt at satire of the relationship between the two super powers, and honestly I didn't think it looked that bad, but who knows how it would feel had they been able to complete it. Stalin wanted otherwise.

The actual finished scenes seem like they have some lively dialogue and decent performances. Was Dovzhenko turning into the Frank Capra or Billy Wilder of the East? But the film was never completed. To try to edit it together with explanations, voice overs and talking heads, to make a feature-length finished product, is doing the creator a great disservice.
