The thing that really brings this movie down is that every character seems to be a psychopath. It's also an alternate Korea were people can just kill people in broad daylight and not only is no one willing to stop them but they also get release and /or get the charges dropped. So in a way this is kind of a Punisher/Batman mash up with extra focus on crazy violence perpetrated on women and children. There is no realism here this is a full blown comic book but without anyone to really root for.

I've noticed a common trend among Korean movies in which they have trouble either picking a genre, or effectively melding genres enough to not break the audience's necks with jarring mood changes from scene to scene. This one has buddy cop elements, romance, thriller, horror, and drama elements and they're all relatively competent, but as is the problem with a number of other Korean movies, all the elements are thrown together like a big old glass of curdled something-or-other.
