Mermaids of Tiburon

There's about five minutes of story and ten minutes of very good underwater photography ("friendly shark" notwithstanding) in this snoozefest. The boring narration, plodding plotline, and overwrought music make this feel like it was thrown together on a budget of a thousand bucks or so. It's also never explained why most of the mermaids have legs and not tails. I wish I could remember who recommended this movie to me, so I could reject any further suggestions from them.
