Definitely improves on the movie, succeeding in its goal of making Katsumi and his whole team deeper and more sympathetic, and giving their villainy context, and emotional sense. The biggest problem is that, while we're invited to view the queer-coded character as sympathetic, he's still played up as Super Weird. Still, it's pretty strong as a grittier chapter of Kamen Rider.
