Tobey is a headstrong peddler who sells balloons on the streets of Paris. Was it me or did this feel like a low budget sound version of 7th Heaven (1927)? For a early sound movie from the small Tiffany studio, this was actually fairly good. Sure it has it's quirks like most films from this era, but this one managed to create some life through the primitive sound techniques. They made an effort to get the French vibe with everyone speaking in broken English with a French accent and having a European temperament. Yola d'Avril as the vixen helped with that part.
