Attempts to tell a series of loosely-connected stories in the seedy underbelly of LA. But the terrible production values and stilted badly-acted scenes make it seem like a low-budget porn movie without the porn. And considering how much of the movie seems to focus of pedophilia, a porn vibe is not something it should be aiming for.
