Gangs, Inc.

Paper Bullets (1941) is a little crime drama where Alan Ladd shows up as sort of a hero. But it's only a small part. This one is really Joan Woodbury movie, as a innocent girl turned the nicest ring leader you'll ever meet in a film-noir'ish flick. The whole plot is a little troubling, but there are moments where it becomes fairly likable considering the budget retrains of PRC productions. No reason to get excited, but it might be worth a look if one like these old poverty row movies.
