A pretty good movie with Jim Belushi in a serious turn. The plot is that of a black comedy but the timing is like a serious drama. In addition, the ending feels tacked on.

There's a scene in Out of Time where a fax is coming through that is going to implicate Denzel Washington and they create an impressive amount of tension in what is otherwise a mundane common workplace occurrence. This movie is in a constant state of corruption being uncovered but nowhere once does it even approach the suspense of that individual scene in Out of Time.

I entirely expected another verbatim regurgitation of the black&white cop duo trope, and then when it started I half-expected moral bankruptcy, because the main cops are irredeemably dirty. The script caught me by complete surprise. It's trashy and never totally serious, but refreshingly unsparing and unsentimental toward viewer expectations. The plot is simply good and sure-handed enough to eclipse whatever mediocrity you'll find in other aspects of the film.
