Mohammed Sarkar IPS (Suresh Gopi) is appointed by the government to investigate the shooting death of Rahim Haji (Narendra Prasad), a prominent community leader & ex-MP. Knowing that it was Rahim Haji's rival Narendra Shetty who was probably behind the murder, Sarkar investigates, but finds it difficult to procure solid evidence against Shetty.
