Dear Dictator disappoints due to bad pacing, an inconsistent tone and an unfocused plot. The comedy never picks a lane, switching from slapstick to cultural differences to mild satire to an attempt at dark humour; trying anything to see what sticks, leaving an unfunny mess. The surrealist nature of the premise, and some funny moments in the trailer, show this film had potential; it was just squandered in the final product. Holmes was great. Caine phoned it in.
