This became a extremely cheesy tribute to Cebu's famous dancing "Thriller" inmates. Terribly put together and with a even worse ending made cringe worthy with a cameo appearance by Cebu's governor Gwen Garcia there to take credit for their internationally known orange prisoners mimicking Michael Jackson. Of course they couldn't afford his music so they put some generic music over it.
