City Under Siege

Sunny, a goofy professional clown, is roped into a treasure hunt by the circus performers that routinely ridicule him, but when the treasure turns out to be not what was expected, a newly-empowered Sunny must save Hong Kong from his one-time colleagues-turned-hideous mutants.
