Citizen of a Kind

While this may have been a case of Korea cashing in on the success of China's "No More Bets" from 2023, it is a clear improvement over that film. While that one suffers from having to make the entire country of China the hero, this one gives a complex battle between an ordinary citizen and government bureaucracy. The hook is incredibly effective and draws you into the protagonist's plight, making you understand her melodramatic outbursts.
