This film starred Fernando Poe Jr., the first film I see of the filipino action hero, who made nearly 300 films during his career. I have seen some of the film of his father Fernando Poe (Sr.), who was also a big star in his era, but FPJ was at another level. However Ang Probinsyano comes late in his career, and it's the type of B-action movie that was a hangover from the 1980s, and this was 1997. While the aging star could handle himself, this lacked the energy to make it a good movie.
