Hardly a plausible scenario, but if you go with it, Absolute Quiet (1936) does have it's humorous sides. Especially the showbiz criminals Wallace Ford & Bernadene Hayes, the questionable Governor Raymond Walburn and Stuart Erwin in one of his rare smart roles as a reporter. And in the middle Lionel Atwill calmly orchestrating the hot situation. Not in any way a essential piece of film history, but it did keep me guessing what would happen next.
